Clatsop Community Action owns and operates 22-unit Hilltop Apartments in
Astoria. Hilltop Apartments serve people at or below 80
percent of the County's median income.

Community Action currently IS accepting applications for
3 bedroom apartments ONLY. Applications for 2 bedroom apartments
are NOT being accepted at this time.
Check this page in the future for when we will start again. Vacancies are filled first by those on a waiting list.
At this time, the average wait time is 12 to 18 months.

The acquisition and development
of Hilltop Apartments was made possible through a
partnership between the State of Oregon, Clatsop County Housing
Authority, and Clatsop Community Action.
