This Program is Currently Closed Clatsop Community Action administers Oregon Heat, an energy assistance program for Pacific Power & Light customers who are residents of Clatsop County. Program Requirements You must have a shut off notice from Pacific Power and Light. Please call Clatsop Community Action at 325-1400 for additional information. About the Program The Oregon Heat program receives its funds through donations made by Pacific Power & Light customers. Oregon HEAT is an independent nonprofit organization founded in 1989 to help low-income Oregonians become more energy self-reliant. Oregon HEAT's primary program objective is to prevent disconnection of utility service during inclement weather by providing bill payment assistance to low income households in emergency situations. Energy Assistance

Clatsop Community Action, in conjunction with Clatsop County Sheriff's Department, offers a Wood Lot program. About the program The program runs from October through April. A small fee applies for each load of wood. Clatsop Community Action will contact the people on the waiting list to notify them of the Wood Lot date. Anyone who has not previously participated in the program will be contacted first. Participants will need to come to the CCA office to arrange the time to pick up their wood and get their wood voucher. On the date of pick up the participant must present the Wood Lot Voucher to the work crew personnel in order to receive their wood. Wood Lot Guidelines Only pick-up Trucks are accepted. No trailers or cars will be accepted as these can cause hazardous situations. All participants must provide proof of registration for the truck that is being used to pick up the wood. All participants must have the Wood Lot Voucher with them at the time of pick-up. All participants must remain in the vehicle during the entire process. The Deputy supervising the program is in charge & will decide what constitutes a full load. Only a level load will be provided. If the participant should have a small truck, the decision about whether or not the participant may have a second load will be decided by the Deputy in charge. Lifespan Respite

Clatsop Community Action's Lifespan Respite program links individual and family care givers in need of respite care providers. CCA serves as the information and referral service for Lifespan Respite in Clatsop county. In this capacity CCA helps partner care providers with family care givers needing respite. Respite is temporary, short-term care for children, adults and seniors with special needs, health care concerns, chronic illness, emotional and behavior disorders, or those at risk of abuse or neglect. This program provides relief to individuals and families who give non-paid full time care to a family member or friend and strengthens the ability of caregivers to continue providing care in the home. The program also provides referral to approved respite providers. The caregiver can then arrange with a respite provider to come and care for the relative or friend who needs care. Lifespan Respite is not meant to provide full time care for an individual, but is meant to help provide a caregiver with some time away to go to the doctor, recreate, do grocery shopping, or take care of other personal needs. The family caregiver must pay the respite provider, but the Lifespan Respite program will reimburse the caregiver up to an amount predetermined through Northwest Senior and Disability Services. Clatsop Community Action's housing assistance programs are for low-income and homeless individuals and families. CCA administers both state and federally supported housing assistance programs which seek to end chronic homelessness & assist those who are in eminent danger of becoming homeless. Hilltop Apartments Clatsop Community Action owns and operates 22-unit Hilltop Apartments in Astoria. Hilltop Apartments serve people at or below 80 percent of the County's median income. Homeless Case Management Clatsop Community Action case manager works with large numbers of families who find themselves at risk of homelessness, and visits local agencies who work with the homeless population. Rental Assistance Programs Clatsop Community Action administers several rental assistance programs. Funding and availability may be limited. Transitional Housing CCA has four transitional housing units which are available to clients as well. Two are located at Hilltop Apartments, and two are in scattered sites. Other Agencies Northwest Oregon Housing Authority Northwest Oregon Housing Authority is dedicated to helping children, families, an aging population and Oregonians with special needs from becoming homeless. By promoting upward mobility and home ownership, we are able to help working adults move beyond governmental assistance. Coastal Family Health Center Coastal Family Health Center is a leader in providing access to high quality, culturally appropriate, and comprehensive health care to all people in our service area regardless of ability to pay. Oregon Health Plan (OHP) OHP is a health insurance program offered through the state of Oregon. The level of coverage (benefit package) you receive is based on your income, age, and physical or mental condition. For example, eligible pregnant women and children under age 19 receive the highest level of coverage. There are many ways that you may be eligible for OHP if you live in Oregon and are a U.S. citizen or an eligible non-citizen. Different eligibility rules and income levels apply to different groups of people. Family Health Insurance Assistance Program (FHIAP) The Family Health Insurance Assistance Program or FHIAP was created by the 1997 Oregon Legislature to help low-income Oregonians afford private health insurance. The program subsidizes or pays up to 95% of a member's health insurance premium. FHIAP does not help members pay for deductibles, co-pays, or any other coinsurance associated with their health insurance plan. CCA Regional Food Bank Clatsop Community Action operates the CCA Regional Food Bank in Clatsop county, a regional food bank of the Oregon Food Bank Network. We help fight hunger in Clatsop county by distributing food to 18 local agencies; including pantries, hot meal sites, shelters & other programs helping low-income people. Food Stamps The Food Stamp Program helps supplement food budgets for low-income working families and individuals, people on public assistance, seniors and people with disabilities. Fathers, grandparents, foster parents or other guardians may apply for WIC for their children. Oregon Housing & Community Services The OHCS assists with food programs mostly operated by volunteers. Clatsop Community Action has a program for clients without access to a phone number and/or a mailing address. This Mail/Messenger Service allows participants to use Clatsop Community Action as an address and as a place to leave and retrieve phone messages. Clients may sign up and use this service for employment and housing referrals as well as to make contacts with other social service agencies. Messages are to be picked up in person and identification is required in order to maintain the confidentiality of participants. Free Store

Clatsop Community Action has a cupboard called the Personal Care Pantry (Free Store). This cupboard is used for commodities, other than food, that are frequently requested by people struggling to meet basic needs. Personal Care Pantry items are obtained from funds donated at local businesses and from money and supplies given by local fraternal and faith based organizations. Distributed as they become available are toilet paper, tooth brushes, tooth paste, diapers, shampoo, razors, combs, bars of soap, feminine products, lice kits, can openers, and basic cleaning supplies. Since the Personal Care Pantry is supported solely by donations, the cupboard is frequently low on supplies.
