Clatsop Community Action's housing assistance programs are for low-income and homeless individuals and families. CCA administers both state and federally supported housing assistance programs which seek to end chronic homelessness & assist those who are in eminent danger of becoming homeless. Hilltop Apartments Clatsop Community Action owns and operates 22-unit Hilltop Apartments in Astoria. Hilltop Apartments serve people at or below 80 percent of the County's median income. Homeless Case Management Clatsop Community Action case manager works with large numbers of families who find themselves at risk of homelessness, and visits local agencies who work with the homeless population. Rental Assistance Programs Clatsop Community Action administers several rental assistance programs. Funding and availability may be limited. Transitional Housing CCA has four transitional housing units which are available to clients as well. Two are located at Hilltop Apartments, and two are in scattered sites. Other Agencies Northwest Oregon Housing Authority Northwest Oregon Housing Authority is dedicated to helping children, families, an aging population and Oregonians with special needs from becoming homeless. By promoting upward mobility and home ownership, we are able to help working adults move beyond governmental assistance. Our programs create the stable housing base to help enhance self-sufficiency and the ability to build better lives.

Rental Assistance Programs

This fund may pay deposits, first month rent, or rent to avoid eviction. Clatsop Community Action collaborates with many other agencies and churches to provide comprehensive services to clients. One such partnership is with the Department of Human Services (DHS). It is through this partnership that CCA is able to offer housing assistance to families with minor children through the Housing Stabilization Program. With this fund from July 1, 2007, to June 30, 2008, CCA was able to prevent nine families (31 individuals) from becoming homeless. These clients must demonstrate the ability to continue to pay for their housing after the assistance. |

Rental Assistance Programs
|
Continuum of Care is a transitional housing program. Intensive case management is provided to these households on a weekly basis, often in the home. For this program, CCA leases two rental units for these clients. We provide utility payments as well as some other funding toward supportive services such as medical appointment co-pays or money to pay for identification papers. These clients may remain in this housing for six months to two years. They are interviewed by a panel of case managers after being referred from other social service agencies. The selection is based not only on need but the perceived ability to benefit from the program. |

Housing Seminars and Education Programs

This class is a collaborative effort of CCA and NOHA that lasts for eight weeks. It focuses on tenant training and covers topics on credit repair, communication and resolving issues with landlords, Housing Quality Standards, Fair Housing Issues, and rental issues and barriers from a landlord’s perspective. |

This is a full day seminar facilitated by CCA and NOHA in partnership with Community Action Team, Inc., to educate first time home buyers. It is taught by experts in the fields of Realty, Banking/Lending, Title, and Insurance. |

Rental Assistance Programs

Home Tenant Based Assistance (HTBA) is a temporary rental assistance program for people at or below 50 percent of the County's median income. Current Status TBA accepts applicants on a first come first serve basis which is determined by a waiting list. The HTBA waiting list is currently closed. About HTBA HTBA is a temporary rental assistance program. The amount of rental assistance that will be received by the applicant is based on the household's income. HTBA does not pay the entire rental amount, but instead pays a portion which is determined by household income. Applicants who are accepted onto the program will be required to make co-payments on their rent. The duration of the program is 6 months to 1 year. Criteria Applicants must have a total household income at or below 50% of Clatsop County Median Income. Those on the program are required to pay the first & last months rent. HTBA will pay initial deposit up to one months rent. Those on the program are required to attend monthly case management meetings at CCA. The Emergency Food & Shelter Program (EFSP) is primarily intended for transients who are planning to stay within our area for an extended period of time or a person who is moving from a temporary shelter to a more permanent living arrangement.
